Does anyone know when any of the tools to plan a build will be updated? How soon can I expect to start planning out my character for Synthesis? :)

PoB probably atleast 1week into the league if at all since OpenArl is now GGG member he basically has no time during launch time and since PoB is not part of GGG's tools he has to work on that in his non existing free time

So how do u prepare ur build before league start?

Unless your planning on hitting 90 and running endgame bosses within the first week, it really doesn't matter.

I know approximately what strengths i want to hit, and i pick up whatever fits my current gear at that time and level. Most builds are functionally complete by 70-80, and the leveling speed is so fast up till then it doesnt matter much which order you pick stuff up in.

Unless you trying to hit 90 on Day 1 or 2, in which case sure plan stuff.

NO I dont want to do that. SO best bet is to plan my char on old version of PoB taking into account all the changes. And then correct some of the errors.
