There is no such thing as optimizing games through these control panels, all you can do is lower visual fidelity in an attempt to improve performance.Use the in-game settings.
The only things you can actually do are adjust graphics settings so that your system can run the game more efficiently, or upgrade your hardware if it's insufficient. Tools that claim to optimize games are just BS.

Optimization of what exactly?

I simply put the settings as high as possible then adjust as necessary. 🙃
Understanding what the settings do, then manually tweaking the game settings to provide a mix of best visuals per an FPS range is best way to do this really. The way PC gamers have always done it.

I'd probably try DLSS if available as one of the first things

I barely even bother messing with settings any more. A game will either run well, or it won’t.

For those that don't know like this person: GeForce Experience actually does have a function where it can pick the most optimal configuration of graphics settings for our current video card hardware. It connects to a known database of that game's settings, detects what video card we have, and it can modify the configuration files for a game to change the in-game graphics settings to be the best performance and quality for our system. It's not technically the same as the developer optimizing their game but it can pick the most optimal configuration for our hardware.
