Turn the fog all the way down, and put render distance to medium .
-On display set ''render resolution'' to ultra quality or Quality(native looks best but it runs like crap)-On graphics set quality presets to medium and verify everything is set to medium and don't keep anything on high.Btw you might be able to play on high quality presets if you keep render resolution on quality or ultra quality, but fps may drop in certain missions.Also ur rig is a bit better than mine so you probably could handle higher settings.I've got an rx 6600 8gb/r5 5500/16gb ddr4 ram 3200mhz
with your computer you should be able to run at 60 FPS with a 1440p monitor on high graphics. Make sure you have no CPU intensive background processes open though!
If you have a bad graphics card, lower textures.If you have a bad CPU, lower anything that has to do with particle effects. This includes fog.Light and shadow use a bit of both.
I use a legion i7 gen 7 with 3070 ti and i7 12700H and 32 gb of ram. I suggest putting render resolution to ultra quality and keep graphics at ultra. The fps almost all the time will be around 60 and over, however I will warn you that your fps will decrease greatly in the hellpods.

I've found this to be the best compromise between performance and visuals in my testing.
