If anyone is still having problems after doing those steps you need to do a clean/fresh install.\n\n\nGo into hard-drive its stored in and uninstall it from the folder, then delete the folder and empty the recycling bin. \n\n\nCheck for a steam folder in your program files (x64) mine had a folder hidden there you may need to allow hidden files to show from the view tab. \n\n\nOnce you know all folders are deleted and emptied from the recycling bin reinstall the steam app. \n\n\nNow when it gives you a destination to install to make sure you're sending it to your SSD and not HDD.\n\n\nWhen you re-download steam vr do the same thing send it to the SSD and not the HDD. For whatever reason steam vr will not work in a hard disk drive do to speed issues. \n\n\nOnce I sent both to my solid state it worked like a charm with no issues. Hope this helps. Cheers. "

"body": "A solution I had recently was the manually move the files to a new drive, then move them back to the drive I actually want the game on.\n\nIf you only have 1 drive enabled for steam games you'll need to go to steam settings and then storage. There's a drop down menu for drives. Select add drive. I'd also suggest downloading or moving a small game over to the new drive so steam automatically creates the folders you'll need in the new drive location. \n\n\nNow open the folder explorer tool twice. In the new drive find \"Steamlibrary, Steamapps, common\" and leave then open. In the second find the game files on the original drive. Same location, steamlibrary - steamapps- common. Then just move the files over to the new drive common. \n\n\nNow go to your steam library and tell steam to uninstall the game. Then go to install it again. But this time tell steam to download it into the new drive location. Instead of downloading it will just verify the files since the game is already there. And now the game should update properly no disk write error. \n\n\nAfter this you can go to your game in your library, open properties, installed files, and move it back to the original drive.",

Now my download speed matches writting speed, no more bottlenecks. After browsing other threads, someone suggested to move a game file location (if more than one drive exists) and then try to move it back. I tried that and it appeared to be successful. Once back in Steam, it would only show the INSTALL button. If I clicked INSTALL, it would then say \"Missing File Privileges\". I googled that issue which lead me to this thread: \n\n[https://www.reddit.com/r/pcgamingtechsupport/comments/v4558q/steam\\_missing\\_file\\_privileges\\_issue\\_looking\\_for/](https://www.reddit.com/r/pcgamingtechsupport/comments/v4558q/steam_missing_file_privileges_issue_looking_for/)\n\nThe second step of the first comment is what worked for me. Click Advanced (near the bottom right)\n5. Find Administrators in the list and make sure its access is set to Full control\n6. Check the \"Replace all child object permission entries\\~\" near the bottom.\n7. Click OK\n\nNow make sure you grant FULL hidden admin access to your user account by following this guide:\n\n1. Open a command prompt in admin mode\n2. Type gpedit and press enter\n3. Navigate to Computer Settings\\\\Windows settings\\\\Security settings\\\\Local policies\\\\Security options\n4. Locate the following policy: User Account Control: Run all administrators in Admin Approval Mode\n5. Set it to Disabled.\n6. Reboot PC."

I tried everything and nothing worked, what happened was that I was using Norton Antivirus and for someone reason it found one single file for my game to run as a “threat” and quarantined it (basically just hiding it so it won’t affect my computer or any other file) meaning that everytime I tried to reinstall or update the game, it wouldn’t because that one file was missing. Best thing to do is find out if your antivirus has quarantined a file, find it’s location and restore and set it as “not a threat” (idk how other antiviruses work, but for Norton it was to look at Security -> Security History then find the file), so yea, just in case nothing else works :))"
